अखिल भारत पंचायत परिषद नई दिल्ली का दक्षिण भारत क्षेत्रीय सम्मेलन सफलता पूर्वक सम्पन्न -

बेंगलुरु। अखिल भारत पंचायत परिषद (नई दिल्ली) का दक्षिण भारत क्षेत्रीय सम्मेलन आज 24 सितम्बर रविवार को शेषाद्रि पुरम के गांधी भवन सम्मेलन हॉल में आयोजित किया गया।

बेंगलुरु में सबसे पहले परिसर में महात्मा गांधी की प्रतिमा पर पुष्पांजलि के साथ, इस बैठक में कई प्रस्ताव पारित किये गये।

अखिल भारत पंचायत परिषद (नई दिल्ली) के महासचिव, केंद्रीय पंचायत राज एवं ग्रामीण विकास विभाग के पूर्व विशेषज्ञ समिति सदस्य एसएस विजय मिश्रा ने मांग की कि भारत के सभी राज्यों में ग्राम पंचायत व्यवस्था एक समान होनी चाहिए।उन्होंने मांग की कि केंद्र सरकार को 73वें संवैधानिक संशोधन के तहत समीक्षा करनी चाहिए कि कितने राज्यों ने 29 मदें राज्य सरकारों को हस्तांतरित की हैं और उन पर कार्रवाई करें ताकि 29 मदें भी ग्राम पंचायत सरपंच के नियंत्रण में रहें।

इन बैठकों में आंध्र प्रदेश,कर्नाटक और तमिलनाडु राज्यों के स्थानीय निकायों के प्रतिनिधियों ने भाग लिया और चलाये जा रहे विकास कार्यक्रमों के बारे में विस्तार से चर्चा की।

 बैठक की अध्यक्षता अखिल भारतीय पंचायत परिषद (नई दिल्ली) के राष्ट्रीय उपाध्यक्ष डॉ. जस्ती वीरान्जनेयु ने की। डॉ. जस्ती वीरांजनेयुलु अखिल भारत पंचायत परिषद (नई दिल्ली) के राष्ट्रीय उपाध्यक्ष और आंध्र प्रदेश पंचायत परिषद के प्रदेश अध्यक्ष मुलंगी रामकृष्ण रेड्डी,आंध्र प्रदेश से आंध्र प्रदेश पंचायत परिषद के उपाध्यक्ष ने लंबा भाषण दिया. इस बैठक में यह बात ध्यान में लाई गई कि आंध्र प्रदेश में पंचायत राज व्यवस्था बहुत उन्नत स्थिति में है और ग्राम सरपंचों को किसी भी प्रकार के कर्तव्यों,धन और शक्तियों के बिना कठिनाइयों का सामना करना पड़ रहा है।

आंध्र प्रदेश पंचायत परिषद के महासचिव कोथापु मुनि रेड्डी ने कहा कि ग्राम पंचायत सरपंच चुनावों में दो से अधिक बच्चे होने के नियम में संशोधन किया जाना चाहिए ताकि कितने भी बच्चे हों, वे चुनाव लड़ सकें। इस मौके पर उन्होंने कहा कि ज्यादातर राज्यों में इन बच्चों के लिए कोई नियम-कानून नहीं हैं।

कर्नाटक पंचायत राज वार्ड सदस्य महासंघ के महासचिव और अखिल भारतीय पंचायत परिषद के राष्ट्रीय सचिव एएम चलपति ने कहा कि हमने ग्राम पंचायतों में अतीत की समस्याओं के लिए प्रशिक्षण भी दिया है। कहा परिषद सचिव दादी येरुकु नायडू और संयुक्त सचिव गोला माल्याद्री नायडू ने भी विस्तार से अपने विचार व्यक्त किये। निष्कर्ष मैं आपके ध्यान में कुछ बातें लाना चाहूँगा।

प्रमुख सिफ़ारिशें एवं मांगे -

1 - भारत सरकार और राज्यों को प्राथमिकता के आधार पर शक्तियों/कार्यों का पूर्ण और प्रभावी हस्तांतरण सुनिश्चित करना चाहिए।

2- ए के माध्यम से कार्यों का हस्तांतरण मजबूत विधायी ढांचा। 

3 - डीआरडीए का प्रगतिशील विलय जिला पंचायत {जिला परिषद} 

4 - निर्वाचित स्थानीय निकायों की वित्तीय प्रणाली को मजबूत करने के लिए मिलकर काम करने की राज्य और केंद्रीय संवैधानिक जिम्मेदारी (243-1)।

5 - ग्राम सभा/वार्ड सभाओं का सार्थक सशक्तिकरण, विशेष महिला सभा की बैठकें आयोजित की जाएं।

6 - पीआरआईएस आर्थिक विकास और सामाजिक न्याय और 11वीं अनुसूची से संबंधित मामलों पर प्रत्यायोजित कार्यक्रमों को लागू करेगा।

7- पेसा के प्रावधानों को लागू करने के लिए समयबद्ध रूपरेखा तैयार की जाए ।

8 - एससी/एसटीएस को उनकी आबादी के आधार पर आरक्षण दिया जाए।

9 - पंचायत रिपोर्ट की वार्षिक स्थिति को राज्य भर में तुलनीय बनाना।

10 - फंड के बजाय पीआरआईएस के माध्यम से फंड प्रबंधन और फंड ट्रैकिंग पर ध्यान दें।

11 सामाजिक अंकेक्षण ग्राम पंचायत स्तर और उच्च स्तर पर किया जाना चाहिए।

12 - राष्ट्रीय और राज्य तथा स्थायी समिति के सदस्यों सहित सभी स्तरों पर सभी पीआरआई अधिकारियों और निर्वाचित प्रतिनिधियों का एक सतत प्रक्रिया में प्रशिक्षण।

कार्यक्रम में विभिन्न राज्यों के स्थानीय निकायों के प्रतिनिधियों को कर्नाटक राज्य की संस्कृति के अनुरूप शॉल, फूलों की माला और मैसूर पेटा से भव्य रूप से सम्मानित किया गया।

The South India Zonal Conference of Akhil Bharat Panchayat Parishad (New Delhi) was held today at the Gandhi Bhavan Conference Hall in Seshadripuram, Bengaluru, with floral tributes to the statue of Mahatma Gandhi in the first premises.
  Many resolutions were passed in this meeting
  General Secretary of Akhil Bharat Panchayat Parishad (New Delhi), Central Panchayat Raj and former expert committee member of Rural Development Department SS Vijay Mishra demanded that the Gram Panchayat system should be the same in all the states of India.
  He demanded that the central government should review the 73rd constitutional amendments in how many states have transferred 29 items to the state governments and take action on them so that even 29 items are under the control of the Gram Panchayat Sarpanch.

  The representatives of the local bodies of Andhra Pradesh, Karnataka and Tamil Nadu states participated in these meetings and discussed in detail about the development programs being carried out in the Gram Panchayats of the Panchayati Raj system in the states.

  MULLANGI Ramakrishna Reddy, State Vice President of Andhra Pradesh Panchayat Parishad from Andhra Pradesh gave a long speech. It was brought to the attention of this meeting that the Panchayat Raj system in Andhra Pradesh is in a very advanced state and the village sarpanchs are facing difficulties without any kind of duties, funds and powers.
  Andhra Pradesh Panchayat Parishad General Secretary Kothapu Muni Reddy said that the rule of having more than two children in Gram Panchayat Sarpanch elections should be amended so that steps should be taken so that no matter how many children there are, they can contest in the elections. On this occasion, he said that in most states there are no regulations for these children as each state has its own type.
  Karnataka Panchayat Raj Ward Members Federation General Secretary and All India Panchayat Parishad National Secretary AM Chalapathy said that we have also given trainings for the problems of the past in Gram Panchayats. Said
  Parishad Secretary, Dadi yeruku Naidu and Joint Secretary Golla Malyadri Naidu also expressed their views at length.

👉 Conclusions
I would like to bring to your notice some key recommendations and demands of the Akhil Bharat Panchayat Parishad.
  1- Government of India and States should ensure full and effective devolution of powers/functions on priority.
  2- Devolution of functions through a strong legislative framework.
  3- Progressive merger of DRDAs with Zilla Panchayat {Zilla Parishad}
  4- State and Central Constitutional Responsibility {243-1} to work together to strengthen the financial system of elected local bodies.
  5- Meaningful Empowerment of Gram Sabha/Ward Sabhas, special Mahila {Women's} Sabha meetings should be arranged.
  6- Preparation of five-year perspective plan and annual plans in each range and municipality and consolidation by DPC {District Planning Commission}.
  6- PRIs to implement delegated programs on economic development and social justice and matters related to 11th schedule.
  7- There should be a time bound frame work to implement the provisions of PESA
  8- SC/STs should be given reservation on the basis of their population.
  9-Making annual status of panchayat reports comparable across the state.
  10-Focus on fund management and fund tracking through PRIs rather than fund flow.
  11 - Social audit must be undertaken at Gram Panchayat level and higher level PRIs.
  12- Training of all PRI executives and elected representatives at all levels including national and state and standing committee members in a continuous process.

  The representatives of the local bodies of different states were grandly honored with shawls, garlands of flowers and Mysore Peta as per the culture of Karnataka state.
